污泥無(wú)害化、資源化處置確實(shí)是當(dāng)前及未來(lái)污泥處理行業(yè)發(fā)展的主要趨勢(shì),而污泥焚燒的處置方式在其中具有顯著的優(yōu)勢(shì)。

隨著國(guó)家環(huán)保監(jiān)管政策的持續(xù)加強(qiáng)、市場(chǎng)監(jiān)管的日益嚴(yán)格以及污泥處置標(biāo)準(zhǔn)的不斷提升,污泥處理處置的無(wú)害化進(jìn)程得到了極大的推動(dòng)。傳統(tǒng)的衛(wèi)生填埋方式,由于未能實(shí)現(xiàn)完整處置且浪費(fèi)土地資源,已經(jīng)難以適應(yīng)我國(guó)當(dāng)前和未來(lái)的環(huán)保發(fā)展要求。而《“十四五”城鎮(zhèn)污水處理及資源化利用發(fā)展規(guī)劃》中也明確提出了要加快壓減污泥填埋規(guī)模,積極推進(jìn)污泥資源化利用的目標(biāo)。

污泥焚燒處置方式的優(yōu)勢(shì)主要體現(xiàn)在以下幾個(gè)方面:

高效性:焚燒污泥是一種高溫處理方式,可以快速、高效地處理大量污泥。通過(guò)高溫焚燒,污泥中的有機(jī)物可以被氧化分解為二氧化碳和水,實(shí)現(xiàn)最大限度的污泥減量化與無(wú)害化。
環(huán)保性:焚燒污泥可以將有害物質(zhì)進(jìn)行完全分解,轉(zhuǎn)化為二氧化碳、水等無(wú)害物質(zhì)排放到大氣中,不會(huì)對(duì)環(huán)境造成污染。此外,焚燒過(guò)程中產(chǎn)生的熱量還可以被回收利用,用于濕污泥的干化以及蒸汽、電力產(chǎn)品的生產(chǎn)等,實(shí)現(xiàn)了能源的循環(huán)利用。
資源化:焚燒產(chǎn)物為穩(wěn)定的惰性灰渣,這些灰渣可以進(jìn)行建材利用資源化,如制作水泥、磚塊等建筑材料,實(shí)現(xiàn)了污泥的資源化利用。
綜上所述,污泥焚燒處置方式具有高效、環(huán)保、資源化的優(yōu)勢(shì),是符合當(dāng)前及未來(lái)污泥處理行業(yè)發(fā)展趨勢(shì)的一種重要手段。隨著技術(shù)的不斷進(jìn)步和政策的持續(xù)推動(dòng),相信污泥焚燒處置方式將在未來(lái)的污泥處理領(lǐng)域發(fā)揮更加重要的作用。

 





















WATER8848前言:市政污水和污泥處理是一個(gè)重要的環(huán)保議題,不僅關(guān)乎水資源的再利用,也直接影響公共健康和生態(tài)安全。就日本的污水處理現(xiàn)狀與規(guī)模而言,可以從以下幾個(gè)方面進(jìn)行分析:

污水處理總量與工藝分布:日本全國(guó)年污水處理總量約為155億m³/a(截止2020年),顯示出該國(guó)在污水處理方面的較高需求。在處理工藝方面,日本以傳統(tǒng)氧化溝工藝、普通活性污泥法和深度處理為主,其中氧化溝工藝占比最大,廣泛應(yīng)用于小規(guī)模的污水處理廠。
污水處理系統(tǒng)類型:日本的污水處理系統(tǒng)包括集中式和分散式兩大類。集中式處理占據(jù)主導(dǎo)地位,特別是在人口規(guī)模較大的城市地區(qū)。然而,對(duì)于人口規(guī)模較小且地域偏僻的地區(qū),凈化槽等分散式處理設(shè)施則成為主要處理方式。
MBR工藝應(yīng)用:盡管MBR技術(shù)以其高效的污染物去除能力在國(guó)際市場(chǎng)上具有巨大的潛力,但在日本的應(yīng)用卻并不廣泛。這主要是因?yàn)镸BR技術(shù)的單位電耗過(guò)高,處理能力受限于膜性能,且對(duì)水量波動(dòng)敏感。因此,在日本這種國(guó)土面積狹小的國(guó)家,MBR技術(shù)并未得到廣泛推廣。
凈化槽的應(yīng)用與管理:在日本,家庭分散式污水處理常用的凈化槽安裝數(shù)量相對(duì)較少,但運(yùn)維管理模式已相當(dāng)成熟。政府指定企業(yè)統(tǒng)一管理,每年定期清掏,并將清掏出的污泥統(tǒng)一運(yùn)送至集中處理中心進(jìn)行無(wú)害化處理。這種管理模式有助于確保污水處理設(shè)施的穩(wěn)定運(yùn)行和污泥的安全處理。
日本的污水處理現(xiàn)狀與發(fā)展方向借鑒:

加強(qiáng)技術(shù)創(chuàng)新:推動(dòng)污水處理技術(shù)的創(chuàng)新,降低能耗、提高處理效率和質(zhì)量,以適應(yīng)日益嚴(yán)格的環(huán)保法規(guī)和市場(chǎng)需求。
推廣先進(jìn)工藝:鼓勵(lì)采用先進(jìn)的污水處理工藝,如MBR技術(shù)等,以提高污水處理的整體水平和效率。
加強(qiáng)分散式處理設(shè)施的建設(shè)與管理:針對(duì)人口規(guī)模較小且地域偏僻的地區(qū),加強(qiáng)分散式處理設(shè)施的建設(shè)和管理,確保污水得到有效處理。
推廣資源化利用:鼓勵(lì)將處理后的污水進(jìn)行資源化利用,如用于農(nóng)業(yè)灌溉、城市綠化等,以減輕水資源短缺的壓力。
 
加強(qiáng)國(guó)際合作與交流:加強(qiáng)與國(guó)際社會(huì)的合作與交流,學(xué)習(xí)借鑒其他國(guó)家的先進(jìn)經(jīng)驗(yàn)和技術(shù),共同推動(dòng)全球污水處理事業(yè)的發(fā)展。

日本污水處理現(xiàn)狀與規(guī)模
日本全國(guó)年污水處理總量約為155億m3/a(截止2020年),所使用的處理系統(tǒng)及工藝分布見(jiàn)表1和圖1?傮w而言,日本污水處理系統(tǒng)包括集中式和分散式兩大類(圖1a);全國(guó)平均污水收集處理率達(dá)87.6%,覆蓋1.08億人(圖1b),其中,集中式污水處理占據(jù)主導(dǎo)(75.8%)。城市人口規(guī)模不同,污水處理采用的方法和比例差異明顯。人口規(guī)模越大,采用公共市政管網(wǎng)和集中式處理的方式就越多;當(dāng)人口規(guī)模大于5萬(wàn)人時(shí),集中式處理占主導(dǎo)(>60.5%);當(dāng)人口規(guī)模小于5萬(wàn)人且地域偏僻而不適合建設(shè)下水道管網(wǎng)時(shí),凈化槽等分散式處理設(shè)施則成為主要處理方式。值得一提的是,日本全國(guó)約12.4%的人口(1530萬(wàn))正在使用可單獨(dú)處理黑水的凈化槽或“Vault toilet”,家庭灰水則不經(jīng)處理直接排放。
日本目前共有2145座市政污水處理廠,應(yīng)用數(shù)量前三的工藝分別是氧化溝、普通活性污泥法和深度處理(圖1c)。其中,傳統(tǒng)氧化溝工藝數(shù)量占比最大(973座,42.0%),廣泛應(yīng)用于≤1萬(wàn)m3/d污水處理廠。其次,普通活性污泥法數(shù)量為656座(占比28.3%),多應(yīng)用于1~50萬(wàn)m3/d的水處理廠。然而,國(guó)人十分熟悉的A2/O工藝在日本僅有43座(占比1.9%),其應(yīng)用數(shù)量還不及SBR工藝(75座)。盡管日本采用高級(jí)/深度處理工藝的污水處理廠數(shù)量為354座,占比14.2%,但是,采用MBR工藝的污水處理廠數(shù)量卻少得可憐,僅有24座,處理水量多為僅為幾百至上千m3/d小規(guī)模設(shè)施,最大一座也不過(guò)4萬(wàn)m3/d。
日本作為水處理膜生產(chǎn)和銷售大國(guó),擁有久保田、三菱、東麗等大型著名膜生產(chǎn)企業(yè),但MBR工藝應(yīng)用卻極少(約1%)。顯然,所謂節(jié)地、水質(zhì)好的MBR工藝在國(guó)土面積狹小的日本并不廣受待見(jiàn)。主要原因就是MBR單位電耗過(guò)高(0.4~0.8 kW·h/m3),是傳統(tǒng)生物工藝的兩倍(0.2~0.4 kW·h/m3)之多。即使采用各種方法來(lái)降低能耗,目標(biāo)也只是與生物法最高能耗相當(dāng),難以進(jìn)一步降低(圖2)。此外,MBR處理能力受限于膜性能,對(duì)水量波動(dòng)敏感,因此,還需設(shè)置足夠容量調(diào)節(jié)池方能奏效。圖3顯示,經(jīng)過(guò)50多年發(fā)展,應(yīng)用雨污合流處理的污水處理廠數(shù)量從1950年代開(kāi)始不斷增多,至1970年代達(dá)到高峰(約100座);但此后應(yīng)用不斷下降,至2010年代后應(yīng)用數(shù)量已極少,且基本都是分流式處理設(shè)施。
日本家庭分散式污水處理常用的凈化槽(帶曝氣裝置)安裝只適用于遠(yuǎn)離市政下水道的農(nóng)村及別墅,安裝數(shù)量也只有不到總污水處置設(shè)施的1%,包括Tandoku-shori凈化槽和Gappei-shori凈化槽,分別用于黑水和混合生活污水處理。而且,對(duì)于采用“Tandoku-shori凈化槽”和“Vault toilet”模式的家庭,灰水均是直接排放,無(wú)需處理。此外,日本對(duì)于凈化槽的運(yùn)維管理模式已相當(dāng)成熟,由政府指定企業(yè)統(tǒng)一管理;每年定期清掏,清掏出的污泥會(huì)統(tǒng)一運(yùn)送至集中處理中心進(jìn)行無(wú)害化處理(圖4)。

污泥處理現(xiàn)狀
日本全國(guó)市政污泥產(chǎn)生量約為230萬(wàn)t/a(干基)(2020年),處理工藝經(jīng)過(guò)多年來(lái)發(fā)展,已日趨成熟和穩(wěn)定,工藝占比詳見(jiàn)圖5。其中,污泥直接焚燒工藝已成為主流。為了減少最終處理廠負(fù)荷,也為了形成循環(huán)型社會(huì),剩余污泥處理一直以持續(xù)減量為規(guī)范。在10年內(nèi),污泥焚燒灰從50%增加到61%,熔渣從4%增加到9%;脫水污泥則從41%下降到26%,且由于缺少土地?zé)o法大量填埋和農(nóng)用,而只能焚燒,如今最終污泥總干化焚燒率已達(dá)到80%以上。
此外,隨著1996年污水處理相關(guān)法律的修訂,引入了“污泥減量義務(wù)”,污泥填埋比例不斷降低,至2007年降為約23%(圖6)。污泥資源化率則逐漸提高,總回收率為77%,回收的污泥中約80%被用于制造建材。

與污泥焚燒工藝配套的是已經(jīng)實(shí)際工程化的灰分磷回收項(xiàng)目,其中之一坐落于岐阜市。日本政府于2010年5月編制并出版了《污水中磷的利用指南》。2010年,岐阜市開(kāi)始從污水污泥的焚燒灰分中全面回收磷,詳見(jiàn)圖7。利用氫氧化鈉浸出灰分中的磷,并最終回收為羥基磷灰石(HAP),該全規(guī)模工廠每年可向農(nóng)業(yè)市場(chǎng)提供400~500 t/a再生磷肥。作為堿法浸出的污泥灰分磷回收典型案例,還被收錄于2019年在Springer出版的《Phosphorus Recovery and Recycling》書(shū)中。

污水廠設(shè)計(jì)與建設(shè)現(xiàn)狀
秉持原則:
有效利用土地
對(duì)于位于城市區(qū)域的處理廠,考慮到周圍環(huán)境,通常采用雙蓋式→地面上部有效利用作公園(如,名古屋等大城市)。
具備經(jīng)濟(jì)性
在大多數(shù)污水處理廠中,污水通過(guò)重力流收集,然后經(jīng)過(guò)一次提升進(jìn)行處理,并最終自然排放于河流或海洋。因此,有許多情況采用半地下結(jié)構(gòu)(即,處理單元部分植入地下),以避免污水二次提升排放,同時(shí),頂部加蓋用于臭氣收集并統(tǒng)一處理(圖8a~b)。
日本全國(guó)范圍內(nèi)建造的完全式地下污水處理廠案例目前僅有3項(xiàng),分別位于福岡縣、川崎市和大分縣(圖8c)。其中,福岡縣采用高能耗的MBR工藝;川崎市區(qū)建造的反硝化深床濾池深度達(dá)24 m,基建投資巨大;大分縣則因地制宜,采取挖掘山體的建造模式,以減少基建投資和維持海岸線自然風(fēng)景(圖8d)。其余污水處理廠基本上采用加蓋式的半地下式建造模式。顯然,完全地下式污水處理廠建造在彈丸之地的日本似乎并不趨之若鶩,原因是投資大、能耗高。

北極星水處理網(wǎng)訊:1.日本下水道發(fā)展歷程
日本的下水道發(fā)展主要分為三個(gè)階段。初始階段的主要建設(shè)目標(biāo)是保持土地的清潔,因此只進(jìn)行簡(jiǎn)單的污水和雨水處理。日本第一個(gè)下水道系統(tǒng)于1884年在神田地區(qū)建成,1900年日本制定了最早的下水道法。隨后,日本于1922年設(shè)立了第一座污水處理廠:東京三河島污水處理廠。隨著二戰(zhàn)后人口和經(jīng)濟(jì)的快速發(fā)展,用水需求急劇擴(kuò)大,下水道的建設(shè)需求也隨之增加。
因此日本下水道發(fā)展進(jìn)入第二階段的標(biāo)志是1958年制定的新下水道法,其中將下水道的建設(shè)目的提升為“城市的健康發(fā)展”和“提高公共衛(wèi)生水平”。由于在經(jīng)濟(jì)快速發(fā)展過(guò)程中出現(xiàn)了以“水俁病”為首的多種公害事件,政府將下水道法增加了“保護(hù)公共水域水質(zhì)”條目,并促使日本下水道發(fā)展進(jìn)入到第三階段(1970年后)。
1970年日本召開(kāi)了第64屆臨時(shí)國(guó)會(huì)(即“公害國(guó)會(huì)”),一次性通過(guò)了14部環(huán)境法律, 1970年后,下水道得到了極大的普及,日本的整體環(huán)境得到了顯著改善。1970年的日本下水道的普及率由1961年的6%提升到了16%。此后一直穩(wěn)步提升,至今達(dá)到了78.8%。90年代起,日本污水處理人口普及率也一直穩(wěn)步提升。2005年開(kāi)始,隨著凈化槽與農(nóng)業(yè)集落排水處理設(shè)施等的出現(xiàn),使該普及率進(jìn)一步得到提升,至2018年末已達(dá)90.9%(圖1)。其中在100萬(wàn)以上人口規(guī)模的城市的普及率達(dá)到99.6%。使用下水道的人口占比99.2%,凈化槽等占比0.3%?梢钥闯,城市規(guī)模越大,污水處理普及率越高,使用下水道人口占比越高。城市規(guī)模越小,使用凈化槽和農(nóng)村集合排水方式處理污水占比越高。同時(shí),日本的環(huán)境標(biāo)準(zhǔn)達(dá)標(biāo)率也持續(xù)穩(wěn)步提升,至今超過(guò)90%。
近年來(lái)隨著暴雨頻發(fā)、地震、溫室效應(yīng)的不斷加劇,以及下水道設(shè)施老發(fā)、合流制溢流、及人手不足等問(wèn)題,是日本下水道的發(fā)展與建設(shè)面臨的重要課題。
 
2.現(xiàn)階段日本下水道系統(tǒng)管理情況的介紹
為了改善生活用水、生活雜排水的處理情況,日本政府制定了關(guān)于下水道和下水道相關(guān)設(shè)施的“污水處理設(shè)施”的整備計(jì)劃:由農(nóng)林水產(chǎn)省負(fù)責(zé)農(nóng)業(yè)集落排水設(shè)施、環(huán)境省負(fù)責(zé)合并處理凈化槽、國(guó)土交通省負(fù)責(zé)公共下水道,分別進(jìn)行相應(yīng)的事業(yè)支援。同時(shí),作為事業(yè)主體的地方公共團(tuán)體,考慮到各污水的處理設(shè)施特性、經(jīng)濟(jì)性等,制定“都道府縣規(guī)劃”,總結(jié)出適合地區(qū)建設(shè)的最佳處理方式。經(jīng)濟(jì)上基本考慮了耐用年數(shù)的建設(shè)費(fèi)用,以及維持管理費(fèi)總成本。同時(shí),各都道府縣在規(guī)劃制定時(shí)也需要各市町村參與討論。在明確分工的基礎(chǔ)上,有計(jì)劃地確立和推進(jìn)各種建設(shè)框架。同時(shí),根據(jù)下水道法,為達(dá)到水質(zhì)環(huán)境標(biāo)準(zhǔn),跨越兩個(gè)以上市町村水域時(shí),都道府縣有必要制定跨流域下水道綜合整備計(jì)劃。其中,在流域綜合下水道發(fā)展計(jì)劃綱要中,為達(dá)到環(huán)境標(biāo)準(zhǔn)水質(zhì)所必要的污水處理廠的出水水質(zhì)與水量,需要在下水道處理過(guò)程中,減少在流域內(nèi)發(fā)生的污染負(fù)荷,達(dá)到滿足環(huán)境標(biāo)準(zhǔn)的要求。日本所有公共水域都需要遵守關(guān)于水質(zhì)環(huán)境標(biāo)準(zhǔn)中涉及居民健康的部分,而出于生活環(huán)境保護(hù)目的的環(huán)境標(biāo)準(zhǔn),各公共用水域(河川、湖沼、海域)根據(jù)相應(yīng)的水域類型(自來(lái)水、工業(yè)用水、農(nóng)業(yè)用水、水產(chǎn)、環(huán)境保護(hù)等用水利用目的)適用的相關(guān)標(biāo)準(zhǔn)進(jìn)行污水處理。
 
3.琵琶湖流域下水道案例介紹
3.1 琵琶湖介紹及琵琶湖流域總規(guī)劃
琵琶湖是滋賀縣、京都府、大阪府、兵庫(kù)縣1450萬(wàn)人的水源地。湖泊面積:約670.25km2,總蓄水量:約275億m3(其中北湖:約273億m3南湖:約2億m3),水深最大達(dá)到103.58m,平均水深約41米。其中北湖43m,南湖4m。1970年代,由于日本經(jīng)濟(jì)的快速發(fā)展,琵琶湖的藻類增殖出現(xiàn)異常。1977年,琵琶湖發(fā)生了淡水赤潮;1983年出現(xiàn)了藻類爆發(fā)事件。為了防止赤潮,抑制使用含有磷的洗滌劑,市民發(fā)動(dòng)了“禁止使用含磷肥皂/洗滌劑”運(yùn)動(dòng),敦促政府制定了防止富營(yíng)養(yǎng)化的有關(guān)條例并于1980年發(fā)布條例,滋賀縣內(nèi)不得出售含有磷的洗滌劑,并在日本首次對(duì)工廠廢水排放中氮、磷的濃度進(jìn)行限制。
 
下水道業(yè)務(wù)雖然是市政業(yè)務(wù),但是為了有效地保護(hù)河流,湖泊和海洋地區(qū)的水質(zhì),必須在流域進(jìn)行區(qū)域合作。因此,流域內(nèi)制定更高級(jí)別的規(guī)劃,以達(dá)到河流,湖泊和海洋的水質(zhì)的相關(guān)環(huán)境標(biāo)準(zhǔn)。計(jì)劃以20到30年為期,為達(dá)到并維持水質(zhì)環(huán)境標(biāo)準(zhǔn),制定包括除污水處理以外的措施,并將其反映在污水處理工程中,大約每10年進(jìn)行一次檢查。
實(shí)行流域總體管理規(guī)劃(水質(zhì)環(huán)境標(biāo)準(zhǔn)檢查):將排放源分為生活源,工業(yè)源,農(nóng)業(yè)源和自然源(森林等),調(diào)查從現(xiàn)在到未來(lái)的人口數(shù)量,農(nóng)場(chǎng)數(shù)量和牲畜數(shù)量,以及廢水和污染負(fù)荷的數(shù)量,計(jì)算(BOD,COD,T-N,T-P)。為了達(dá)到水質(zhì)環(huán)境標(biāo)準(zhǔn),使用上述數(shù)據(jù)預(yù)測(cè)公共水域中的污染負(fù)荷,并確定達(dá)到河流和琵琶湖水質(zhì)環(huán)境標(biāo)準(zhǔn)所需的下游污水的排放量和處理方法,以及需要減少的負(fù)荷目標(biāo)計(jì)劃。
3.2 滋賀縣下水道設(shè)施
1969年底大津市公共下水管道開(kāi)始服務(wù),而縣域下水道始于1982年,目前的下水道普及率達(dá)98%,隨著湖南中部(1982)、東北(1991)、湖西(1984)、高島(1997)四個(gè)污水處理廠的投入使用,滋賀縣下水道利用人口數(shù)量迅速增加,滋賀縣污水處理人口的覆蓋率(包括集體和個(gè)人類型)于2000年前后超過(guò)了全國(guó)平均水平,于2018年底已達(dá)98.7%,在日本47個(gè)縣中排在第三位(全日本覆蓋率為79.3%)。針對(duì)農(nóng)村地區(qū)的20戶或1000人以下的217個(gè)區(qū)域?qū)嵭修r(nóng)村排水集落處理方式;并逐步推廣合并凈化槽在單獨(dú)村戶污水處理中的應(yīng)用。
3.3 滋賀縣水體水質(zhì)變化
隨著下水道系統(tǒng)的普及,未處理污染物排放量的顯著減少,以及污水處理廠的處理水平的提高,琵琶湖的水質(zhì)得到了改善。但從農(nóng)田和牲畜等其他來(lái)源流入琵琶湖的污染物的流入量幾乎沒(méi)有變化,因此面源污染控制也是日本未來(lái)面臨的重要課題。同時(shí),隨著琵琶湖污染負(fù)荷的削減,其入湖河流水質(zhì)也得到迅速改善。
 
 
4.日本下水道污染控制技術(shù)介紹
4.1 合流制溢流污染控制
圖6為合流式下水道改善工程的示意圖。儲(chǔ)存管分為上下兩層,上層主要儲(chǔ)存雨天合流制溢流污水,而下段為普通污水管,上段蓄留合流下水,再由水再生中心處理后放水。下段是污水管,可以實(shí)現(xiàn)到水再生中心的自然流出。
 
高速混凝處理技術(shù)的目的是減少SS/BOD的污染負(fù)荷。其處理流程如下:合流雨水依次進(jìn)入加入無(wú)機(jī)混凝劑的凝集槽、加入細(xì)砂的注入槽、加入高分子混凝劑的混合槽,再經(jīng)由沉淀槽,最后進(jìn)行氯消毒排出。以流入水的濁度為指標(biāo)調(diào)節(jié)混凝劑的添加量。其中雨水貯留管在當(dāng)發(fā)生2 mm/ h及以上的降雨時(shí)進(jìn)行攔截。此技術(shù)實(shí)際應(yīng)用的污水處理廠設(shè)計(jì)覆蓋人口105300人,計(jì)劃面積1471公頃(內(nèi)合流式155公頃),晴天最大處理能力88,400m/日,高速混凝沉淀處理能力74,448m/日。
 
4.2 污水污泥的資源及能源回收利用
近年來(lái),日本污水污泥通過(guò)技術(shù)開(kāi)發(fā)成為可再生能源。污水污泥中含有80%的有機(jī)成分。有機(jī)成分可以通過(guò)下水道沼氣及污泥固型燃料等,轉(zhuǎn)化為能源利用;也可以轉(zhuǎn)化為肥料或作為土壤改良材料,進(jìn)行綠色農(nóng)田建設(shè)。其余的無(wú)機(jī)成分則可以添加或制成水泥原料、磚、骨材等。污泥的集中利用將有效提高其重新參與物質(zhì)循環(huán)的效率。
截至2018年末,日本污水污泥的能源、農(nóng)業(yè)再利用率達(dá)35%,其中能源利用占24%,包括占16%的沼氣和占8%的污泥燃料、焚燒廢熱利用等;農(nóng)業(yè)利用占10%。未能作為生物質(zhì)利用的還有65%,而在日本全國(guó)的污水處理廠產(chǎn)生的污泥,總共擁有能發(fā)電約110萬(wàn)戶的電力的能源,政府將進(jìn)一步采取利用措施,增加使用效率。自2012年引入上網(wǎng)電價(jià)(FIT)系統(tǒng)以來(lái),沼氣發(fā)電的引入已迅速發(fā)展,現(xiàn)在已在100多個(gè)地區(qū)引入。另一方面,污泥焚燒發(fā)電的示范也是一個(gè)新的研究項(xiàng)目。比如1. 和歌山縣和歌山市設(shè)置的階梯式焚燒爐(由京都大學(xué),日本下水道事業(yè)團(tuán),西原環(huán)境株式會(huì)社等聯(lián)合開(kāi)發(fā),處理能力35噸/天,發(fā)電能力:100kWh/h),2.大阪池田工廠流化焚燒爐,處理能力25噸/天,發(fā)電能力25kWh/h。
 
4.3 再生水的利用
2017年度,日本的再生水利用率僅為1.4%左右,近年來(lái)一直持平。一半以上用作環(huán)境用水,例如景觀用水和河道維護(hù)用水。其次作為城市用水占20%;雖然國(guó)外常見(jiàn)的農(nóng)業(yè)用水占比不到10%,但近年來(lái)用于農(nóng)業(yè)灌溉的應(yīng)用實(shí)例也在逐漸提高。例如由京都大學(xué),西原環(huán)境,東京設(shè)計(jì)公司設(shè)計(jì)的沖繩縣糸滿市再生水工程通過(guò)超濾膜過(guò)濾與紫外線消毒方式,將再生水用作農(nóng)業(yè)用水。而東京都芝浦工廠則通過(guò)臭氧+陶瓷膜過(guò)濾手段將再生水用作城市用水。
 
4.4 磷的回收
日本幾乎所有磷都依賴進(jìn)口,但其有效利用量約為10%(主要是堆肥),同時(shí)日本約有10%的磷進(jìn)口量流入下水道。因此,從污泥中再生磷并供給農(nóng)業(yè)使用有很大的發(fā)展前景。兵庫(kù)縣神戶市從消化的污泥中以MAP的形式回收,并用作大米和葡萄的肥料;岐阜縣岐阜市磷回收工程通過(guò)堿抽提法從焚燒的灰渣中回收磷、并作為肥料出售。
 
4.5 技術(shù)示范項(xiàng)目(B-DASH項(xiàng)目)介紹
日本中央政府將主動(dòng)在地方政府領(lǐng)域建立關(guān)于下水道的創(chuàng)新技術(shù)的大規(guī)模設(shè)施,以進(jìn)行技術(shù)驗(yàn)證,創(chuàng)建和發(fā)布指南及在全國(guó)范圍內(nèi)部署。自2011財(cái)政年度以來(lái),一直在實(shí)施下水道創(chuàng)新技術(shù)示范項(xiàng)目(B-DASH項(xiàng)目)。到2019財(cái)政年度,采用45種技術(shù)(全面示范)。國(guó)立土地與基礎(chǔ)設(shè)施管理學(xué)院的網(wǎng)站上已經(jīng)發(fā)布了24條準(zhǔn)則。到目前為止已成為準(zhǔn)則的B-DASH技術(shù)包括水處理技術(shù)、污泥處理技術(shù)、管道技術(shù)、以及防洪對(duì)策等。
報(bào)告人介紹
報(bào)告人賀凱本科,碩士,博士分別畢業(yè)于南開(kāi)大學(xué)(2009年),清華大學(xué)(2012年),和京都大學(xué)(2016年)環(huán)境工程專業(yè)。博士畢業(yè)后于2016年10月-2020年3月期間在京都大學(xué)從事博士后研究工作,并于2020年4月開(kāi)始作為京都大學(xué)流域圈綜合環(huán)境質(zhì)研究中心環(huán)境質(zhì)預(yù)見(jiàn)分野助理教授開(kāi)展研究教學(xué)工作。作為項(xiàng)目負(fù)責(zé)人主持Japan Society for the Promotion of Science(JSPS,日本文部科學(xué)省 日本學(xué)術(shù)振興會(huì))基金和分擔(dān)多項(xiàng)日本財(cái)團(tuán)合作研究基金,并作為項(xiàng)目組成員參與日本環(huán)境省環(huán)境研究綜合推進(jìn)基金等,并擔(dān)任日本學(xué)術(shù)振興會(huì)科研基金審查委員會(huì)候補(bǔ)委員,日本水環(huán)境學(xué)會(huì)會(huì)員,京都大學(xué)環(huán)境衛(wèi)生工學(xué)研究會(huì)會(huì)員等。

京都大學(xué)流域圈綜合環(huán)境質(zhì)研究中心坐落于日本滋賀縣琵琶湖畔,最早可追溯到1970年設(shè)置的京都大學(xué)水質(zhì)污染控制實(shí)驗(yàn)室,歷經(jīng)50年發(fā)展,京都大學(xué)流域圈綜合環(huán)境質(zhì)研究中心成為了日本學(xué)術(shù)振興會(huì)重點(diǎn)大學(xué)交流項(xiàng)目, 京都大學(xué)全球卓越教育研究據(jù)點(diǎn)項(xiàng)目,國(guó)際人間安全保障工學(xué)項(xiàng)目,環(huán)境管理人才育成國(guó)際據(jù)點(diǎn)項(xiàng)目等國(guó)際合作人才培養(yǎng)項(xiàng)目的重要參加單位,并且是日本環(huán)境研究體系中產(chǎn)官學(xué)合作的重要組成單位。在環(huán)境標(biāo)準(zhǔn)和環(huán)境政策(如,水質(zhì)指標(biāo)及標(biāo)準(zhǔn)制定,新興污染物毒性評(píng)價(jià)等)上,同日本環(huán)境省,日本國(guó)土交通省等日本政府機(jī)構(gòu)開(kāi)展了緊密合作;在新型環(huán)境污染控制技術(shù)的開(kāi)發(fā)上,同三菱電機(jī),METAWATER,前澤工業(yè),日立等日本著名企業(yè)進(jìn)行合作研究,其中多項(xiàng)技術(shù)被列入日本國(guó)土交通省的下水道革新技術(shù)實(shí)證項(xiàng)目中進(jìn)行推廣。
